Frank & Penelope is what do you get when you mix True Romance with Natural Born Killers but strip it from that Tarantino-vibe and reduce the sheer violence of those films a couple of notches.
It's a nice movie, part romance/part roadmovie/part whatever the part is that's the other one (this isn't a horror unlike the genres up top says) but not having that "je ne sais quoi" hinders it a little bit.
Also that ending? They better have a sequel ready with that ending.
