Five years after leaving Josai bureau, Kuryu Kohei, who has been working in Sapporo, Hokkaido, is transferred to Nijigaura, Yamaguchi (a fictitious town, its real name is Nijigahama), a quiet place on the seaside where he arrives precisely when the first murder in eleven years has been committed. Soon, Takita Akihiko, the most beloved and influent person of the town, is suspected and Kuryu has to deal with this problem, as the other members are too frightened to take any action.
The film continues from Hero SP, five years after Kuryu Kohei was transferred to Shinigaki Island. Kuryu Kohei goes back to Tokyo Branch DA, where everything seems doesn't changed at all.
Prosecutor Kohei Kuryu (Takuya Kimura) takes charge of a case with a foreign embassy possessing the key to solve the case. Due to the extraterritoriality involving the case, the investigation has not gone anywhere. A crisis then ensues. Kohei Kuryu and his office attempt to extract the truth behind the wall of the embassy.
山口県虹ヶ浦。澄み切った青い空に美しい海、そして人々の笑顔と、どこを見てものどかで平和な村・虹ヶ浦に、今回久利生公平（木村拓哉）は赴任することになった。 事件もほとんど起きず、あるのは鶏泥棒事件くらい。久利生は赴任するなり、鶏泥棒事件にも丹念に時間をかけ、泥棒が盗んだ鶏の数までもとことん調べる。久利生と今回組むこととなった虹ヶ浦支部の事務官・津軽保（堤真一）はそんな久利生のやり方が理解できない。 そんな中、虹ヶ浦で11年ぶりに殺人事件が起こる。久利生と、やる気もなく皆に変わり者と思われている津軽との奇妙なコンビが事件の担当となる。久々の事件に検事仲間たちが怖気づく中、事件は意外な展開を見せる。容疑者としてあがったのは、地元企業・鴨井産業の重役で、村民の皆から尊敬される滝田明彦（中井貴一）だった。滝田は鴨井産業の先代社長から忠誠を尽くし、村のためを常に考えてきた人格者。2代目の鴨井正樹（利重剛）にも仕え、常に行動を共にしていた。 誰もが滝田の無実を信じるが、久利生だけは何かに疑問を感じ、ついには鴨井産業の家宅捜査までも実行する。久利生と組む事務官の津軽は、そんな久利生のやり方に納得がいかない。新米検事の泉谷りり子（綾瀬はるか）ら地検の他の人間からも理解されない久利生。 支部長の西山吾一（塩見三省）らも、事態を大きくされることを嫌がる。そんな気持ちもよそに久利生の捜査は進み、次第に地検の人々は村民の中で孤立していく・・・。 一体久利生は何を突き止めようとしているのか。
Kuryu Kohei is a newcomer prosecutor from Aomori of the Tokyo Prosecutor's Office. Upon his transfer, he is immediately put in charge of a corruption case involving a congressman and an underwear theft. His new colleagues do not seem to put their trust in him because of his nonchalant attitude. A rumor seems to be going around the office involving Amamiya, Chief, and Egami.
Kuryu and Amamiya investigate an affair that resulted in the husband slashing the wife with a kitchen knife. Back in the office, an uproar is caused by a rumor of an affair of a detective, and Amamiya's sudden confession of having a boyfriend. Misuzu is unhappy about Shibayama's reaction to the affair rumors.
Kuryu meets his old fling, Tatsumi Eriko, who is coincidently hired as the defense attorney for the same medical malpractice case he's working on. Later, he finds out that she's doing all sorts of things to conceal the truth just to win the case. In the meantime, the romantic interest between Amamiya and Kuryu gradually blooms.
Amamiya encounters a dangerous situation on the way to work. Unbeknownst to her, it is the beginning of serial attacks towards her. Furthermore, an unknown man attacks the prosecutor's office keeping everyone uneasy to go to the office. As they investigate the list of suspects, she ends up staying with Kuryu due to the danger of being targeted.
A news reporter, Enomoto Yuki, is the target of an attack from an unknown man where Kuryu decides not to prosecute the suspect. She publicizes the story, but the suspect ends up committing suicide. The public questions Kuryu's responsibility as a prosecutor and his past is revealed.
Kuryu receives a call from Josai Police Department, notifying the death of Saeki Wataru from a heart attack. The case concerns a fight between two men, resulting in the death of the victim, Hasegawa Yosuke. Meanwhile, Kuryu handles a case of drug possession of a flight attendant and Asagi struggles working overtime.
A man is charged for assaulting his girlfriend who lives with him. The victim runs off to her parents' house in Atami, where Kuryu and Asagi go to talk to her about proceedings with the prosecution. While Uno is jealous that Asagi is going away with Kuryu, Tamura is jealous of Baba's lawyer ex-husband who appears at their office to discuss with Baba about evidence submission for a case.
